The Development Support Program (DSP) was first established by Prime Minister
Charlot Salwai under the Citizenship Act [CAP 112]. The regulation was made under
Order No. 215 of 2016. The DSP replaced the Vanuatu Economic Rehabilitation Program
(VERP) and offers Honorary Citizenship to help bring in investments into the country.
The DSP was established for the purposes of section 20 of the Citizenship Act where the applicants will have to apply
through a “Designated Agent” who is appointed by the Vanuatu Citizenship Commission.
The “Designated Agent” must be a Vanuatu Citizen, who has a physical main office in Vanuatu.
The process for this program requires that the “Designated Agent” receive and deliver all
appropriate documents and applications to the Vanuatu Citizenship Commission. The Citizenship
Commission will then screen all applicants, which includes diligent checks by
the Vanuatu Financial Intelligence Unit (FIU).
Once the check is complete and the application
is approved and confirmed by the FIU, the Citizenship Committee will then decide whether or
not to approve the Citizenship. Once Citizenship is approved, the Prime Minister advises the
Vanuatu President of the persons who will be conferred with the honorary citizenship under the DSP.
Successful applicants who will be conferred with the honorary citizenship under the DSP are
entitled to privileges of a Vanuatu passport holder. They have the right to reside in Vanuatu
at all times and their passport is renewable upon expiry.
This program was established to help rebuild the country’s economy
and stimulate investment in Vanuatu. The Citizenship acquired under this program
is fully recognized by the Government of Vanuatu.
